Because both are per user, the headline is never what a firm pays. A desk of five recruiters on Starter is $495 a month. The same desk on Core is $825 a month. The per-seat structure is also why the quote conversation starts early: the moment you want anything beyond tracking and parsing, you leave the published grid entirely.
One practical note on searching for this figure. "Bullhorn cost" pulls in results about the physical megaphone, and a good deal of the recruiting-software commentary that ranks for Bullhorn pricing quotes bands like $99 to $129 or $150 to $250 that do not match what the vendor prints today. The useful way to read Bullhorn's pricing page is not as a price list but as a boundary. On one side are two tiers with a number. On the other side are eleven products with a quote button. Here is the full split as the page presents it.

This is not unusual for enterprise staffing software, and it is not a criticism on its own. Bullhorn is the incumbent system of record for a large share of US staffing firms and it sells into agencies whose requirements genuinely differ. Every Bullhorn capability that contacts a candidate is quote-only
This is the finding that matters most if outreach is the reason you are pricing Bullhorn, and it is checkable line by line on Bullhorn's own page.
Look at where messaging actually appears. Outreach is a named Amplify Digital Worker skill, described as automating multi-step communication workflows, and Amplify Digital Workers is quote-only. Omni-channel candidate engagement appears in Bullhorn Max and again in Front Office Enterprise, both quote-only. SMS messaging direct from Bullhorn appears in Front Office Enterprise, quote-only. Omni-channel engagement automations appear inside Recruitment Automation, quote-only. Process automation first appears at Pro and at Front Office Growth, both quote-only.
Now look at what the two priced tiers contain: applicant tracking, resume parsing, client management, job posting with a career portal, the app marketplace, custom fields and workflows. Every one of those is a system-of-record capability. Not one of them sends a message.
So the honest statement is narrow and precise: Bullhorn publishes no price at which candidate outreach can be bought. You can price the record system to the dollar. You cannot price the part that talks to people without a sales conversation. That is worth knowing before a comparison spreadsheet treats $99 as the cost of a fully working recruiting stack.

What Bullhorn costs a recruiting desk in year one
Per-seat pricing compounds quietly, so the number worth writing down is the annual commitment for the desk you actually staff, not the monthly figure for one seat. At the two published tiers the arithmetic is straightforward.
Bullhorn Starter at $99 per user per month is $1,188 per user per year. Bullhorn Core at $165 is $1,980 per user per year. A five-recruiter desk therefore commits $5,940 a year on Starter or $9,900 on Core. A ten-recruiter firm commits $11,880 or $19,800. Those are floors, and they buy the record system only.
Set that next to Loxo, the other staffing platform that publishes a per-seat price. Loxo Core starts at $149 per user per month and Loxo Professional starts at $199, both billed annually and paid up front, read at loxo.co on September 6, 2026. Loxo puts outreach in Professional. That gives a single clean comparison point: the cheapest published price at which either vendor will sell you candidate outreach is Loxo Professional at $199 per user per month, or $2,388 per user per year. Bullhorn Amplify pricing: what the AI tier costs
Amplify is Bullhorn's AI layer, and it is the reason a lot of agencies are re-pricing Bullhorn in 2026. It carries no published price.
Amplify appears in three places on the pricing page. It powers Bullhorn Pro as a set of AI productivity capabilities: AI search and match, Amplify Chat, AI data enrichment, process automation, AI resume formatting, AI call transcription and real-time analytics. It appears again in Bullhorn Max as agentic workflows, including agentic screening and agentic AI matching. And it is sold as standalone products, Amplify Digital Workers and Amplify Search and Match. Bullhorn describes the Digital Workers as having over fifteen skills, and lists them: Match, Screen, Present, Enrich, Outreach, Research, Transcribe and Audit.
Every one of those routes is "Get a quote". Treat any specific Amplify per-seat figure you find in a listicle as unverified, because Bullhorn does not print one. If you are being quoted, the two questions that decide the real number are which Amplify products are in the quote and whether they are priced per seat or per firm, since those scale very differently across a growing desk.
Seats and sending capacity are two separate meters
There is a structural point underneath the pricing that catches recruiting firms repeatedly, and it is the single most useful thing to understand before signing anything.
A per-seat platform fee and your actual ability to reach candidates are unrelated meters. Adding a consultant to Bullhorn Core adds $1,980 a year and adds exactly zero additional sending reach. Reach is set by warmed mailboxes and the domains behind them, nothing else. A warmed mailbox sustains roughly 30 to 50 sends a day, ramping mailboxes should stay near 10 to 20, and the practical ratio is about one domain per three to four mailboxes. Mailboxes run $2 to $4 each per month at a reseller and domains $10 to $15 a year.
Run that out and the cost of reach looks nothing like the cost of seats. Contacting 250 candidates a week costs roughly $5 to $9 a month in infrastructure. 500 a week is $7 to $13. 1,000 a week is $12 to $22. 2,500 a week is $29 to $55, and 5,000 a week is $56 to $106.
The platform fee buys an ATS, a CRM and a candidate database, which for a large staffing operation is genuinely worth paying for. It does not buy reach. Never solve a reach problem by adding seats. If your consultants cannot get through to candidates, more licences will not change that, and the fix costs two orders of magnitude less than the fix people usually buy.
