Manatal prices three of its four plans. Bullhorn prices two of the four plans in its small agency section, and two of thirteen products across the whole pricing page. If a published number is a requirement for your shortlist, that alone narrows the Bullhorn options to Starter and Core. Is Manatal cheaper than Bullhorn?
Yes, on every published tier, and by a wide margin. The cheapest seat is $15 on Manatal against $99 on Bullhorn, a ratio of 6.6 to 1. That headline overstates the gap for most agencies, because Manatal's $15 plan caps the whole account at 15 jobs. Manatal's FAQ is explicit that the limit is per account, not per user, so five recruiters on Professional share 15 open jobs.
A contingency or staffing desk carrying more orders than that needs Manatal Enterprise at $35, which removes the job and candidate caps and adds workflow automations. Against Bullhorn Starter at $99, that is still a ratio of about 2.8 to 1. At five users on annual billing, Manatal Enterprise is $2,100 a year and Bullhorn Starter is $5,940. At ten users, $4,200 against $11,880.
How much do Manatal and Bullhorn cost for five recruiters?
Five users on the published rates pay:
- Manatal: $900 a year on Professional, $2,100 on Enterprise, $3,300 on Enterprise Plus (annual billing)
- Bullhorn: $5,940 a year on Starter, $9,900 on Core
Ten users double each figure: Manatal $1,800, $4,200 and $6,600; Bullhorn $11,880 and $19,800. Bullhorn's page lists free implementation on both priced tiers, and Manatal lists implementation and data migration support on all three of its priced plans, so neither adds an onboarding fee on the page. Bullhorn's page does not state a billing period or a minimum seat count next to its prices, which is worth asking about on the sales call rather than assuming.
Which plan do you need for a client CRM?
This is where the two vendors differ most, and it matters to any agency that sells to clients as well as recruiting candidates. Manatal lists Customer Relationship Management on all three priced plans, alongside sales reports, revenue tracking and client-specific reports. A two-person search firm can run its business development pipeline on the $15 plan.
Bullhorn draws the line higher. Starter includes client management, meaning client and contact records attached to jobs. The feature Bullhorn calls "Recruitment CRM (sales pipeline)" first appears in Bullhorn Pro, together with AI search and match, AI data enrichment and process automation, and Pro is quote-only. So the cheapest Bullhorn plan with a sales pipeline has no published price, while the cheapest Manatal plan with one is $15.
Which plan do you need to connect other tools?
On Manatal, Enterprise Plus at $55. The plan grid marks Open API access, the Zapier and n8n integration and the MCP server that connects ChatGPT and Claude to your account data as Enterprise Plus only. Professional and Enterprise include native Outlook and Gmail integration, calendar sync, an email marketing integration and a document signing integration, but nothing that connects to arbitrary software.
On Bullhorn, Core at $165. Core is where the app marketplace appears, which Bullhorn describes as more than 300 pre-integrated technology partners, together with custom fields and workflows, the LinkedIn Recruiter System Connect and Apply Connect integrations, and the Bullhorn email sidebar. Starter has none of those.
So the cheapest integration-capable plan is $55 on Manatal and $165 on Bullhorn, exactly three to one. Five users: $3,300 a year against $9,900. The two are not the same thing, since a curated marketplace of pre-built connectors and a raw API plus Zapier suit different teams, but for a small agency that wants to push candidates or contacts into another tool, both paths are priced and Manatal's is a third of the cost.
Can Manatal or Bullhorn send candidate sequences?
Not on any plan with a published price. Manatal lists mass emailing, shareable email templates and SMS recruitment on every plan and workflow automations from Enterprise, but its grid does not list a multi-step sequence that stops on reply at any tier. Its 14-day trial also excludes mass emailing and email automations until after your first payment, so you cannot test the sending side before you buy.
Bullhorn's priced tiers contain no outreach capability at all. On its own pricing page, omni-channel candidate engagement is listed in Bullhorn Max, and the Outreach skill sits inside Amplify Digital Workers. Both are quote-only. Bullhorn Max also lists agentic screening. If candidate screening is the part you want automated and the Amplify quote is out of reach, a standalone auto-graded skills assessment is a separate, much smaller line item than a platform upgrade.
For most small and mid-size agencies this is where the ATS decision and the outreach decision come apart. Pick the system of record on price and fit, then buy outreach that researches each candidate or hiring manager, writes the opener and follow-ups, and pauses the thread when someone replies. Where the comparisons on page one go wrong
Four claims repeat across the pages currently ranking for this matchup, and each one moves the answer.
"Bullhorn does not publish prices." Several pages say Bullhorn requires a sales conversation before disclosing any number. Bullhorn's pricing page prints $99 for Starter and $165 for Core. The accurate statement is narrower and more useful: Bullhorn prices two of its products and quotes the rest, including every tier with a sales pipeline or candidate engagement.
"Bullhorn costs $99 to $315 per user." No $315 figure appears on Bullhorn's page. Above Core, every tier says "Talk to us". A range with an invented ceiling is worse than no range, because it anchors your negotiation to a number the vendor never published.
"Bullhorn contracts start at $20,000 for small teams." Five users on Starter at the published rate come to $5,940 a year, and ten users on Core to $19,800. Bullhorn's page prints no minimum contract value. A quote-only Pro or Max deal may well reach that level, but that is a statement about the unpriced tiers, not about Bullhorn as a whole.
"Manatal's annual billing saves about 20 percent on every tier." Manatal adds a flat $4 per user per month for monthly billing. That is a 21 percent saving on Professional, about 10 percent on Enterprise and under 7 percent on Enterprise Plus. On the upper plans, monthly billing is cheap flexibility: five users on Enterprise pay $240 a year to stay month to month.
Which should a US agency choose?
- Boutique search firm, under 15 open jobs: Manatal Professional at $15, CRM included. Nothing on Bullhorn's published list comes close on price.
- Contingency or staffing desk, more than 15 jobs: Manatal Enterprise at $35 against Bullhorn Starter at $99. Manatal includes the CRM pipeline; Bullhorn Starter does not.
- Agency that needs a large integration marketplace: Bullhorn Core at $165, or Manatal Enterprise Plus at $55 if an API and Zapier cover what you need.
- Mid-size or enterprise staffing firm with VMS, middle office and onboarding needs: Bullhorn's quote-only tiers are built for that, and Manatal does not list those modules.
