That makes the ratio 4 of 5 plans priced, which is well above the category. Across the vendors on our recruiting software pricing comparison, only about half of all plans print a dollar figure, and the agency systems are the ones that hide the upper tiers. Breezy hides only the tier most buyers never need.
We read both billing periods from breezy.hr, where the annual and monthly figures sit side by side on each plan card. The annual column matches the page's own claim that annual pricing includes two months free: Startup at $1,884 a year is within $6 of ten months of the $189 monthly rate.

Does Breezy HR charge per user?
No. Every Breezy plan, including Bootstrap, lists unlimited users. The price covers the whole company however many hiring managers, interviewers and recruiters log in. What the plans limit is what you can do, not who can do it.
That changes the arithmetic sharply once more than a few people are involved. Growth at $3,276 a year works out to $54.60 per person per month for a team of five and $27.30 for a team of ten. Business at $5,268 a year is $87.80 per person for five and $43.90 for ten. A per seat agency system moves the other way: five recruiters on Bullhorn Starter at $99 is $5,940 a year, and ten is $11,880.
The flip side is a high floor for a one person operation. A solo recruiter pays the same $157 a month for Startup as a company with forty hiring managers, which is why solo desks usually land on per seat tools and in-house teams land on flat ones.
How much is Breezy HR per month?
Breezy HR is $189, $329 or $529 a month if you pay month to month, and the equivalent of $157, $273 or $439 a month if you commit to a year. The annual saving is almost identical on every tier: 16.9 percent on Startup and 17.0 percent on Growth and Business. That flat discount is unusual. JazzHR, the closest competitor on price, gives 24 percent off its smallest plan and only 16 percent off its largest.
In dollars, paying annually saves $384 a year on Startup, $672 on Growth and $1,080 on Business. If you only hire in a few months of the year, month to month is the better deal on any plan you would hold for fewer than ten months, because ten months at the monthly rate costs about the same as twelve at the annual one.
What do Breezy HR add-ons cost?
Five add-ons are listed on every paid plan card, and three carry a starting price. Text messaging to candidates from their profile or the Breezy inbox starts at $41 a month. Breezy Onboard, role-based onboarding workflows that sync with the ATS, starts at $49 a month. Breezy Intelligence, the AI evaluation, interview summaries and resume auditing, is sold as credits starting at $30 per 100,000. Perform, the performance management product, and Expert Training have no price on the pricing page.
Stacked on Growth, text messaging and onboarding take the monthly bill from $273 to $363 on annual billing, a third more than the headline price. That is the number to budget if you plan to text candidates and onboard new hires in the same system. The free trial includes 100,000 Intelligence credits, so the AI features can be tested before the credits are bought.

Is the Breezy HR free plan enough?
For one role at a time, it can be. Bootstrap includes unlimited users, a branded career site and distribution to more than 50 job boards. The two limits are tight, though. You can have one active position or candidate pool at a time and must close or archive it before opening another, and the plan only gives access to candidates added in the last 30 days.
The 30 day window is the one that hurts a team that hires repeatedly. A strong runner-up from last quarter is exactly the candidate you want to call back for the next opening, and on Bootstrap that person has aged out of view. Startup removes both limits for $157 a month, which is the real entry price for any business hiring more than one role at once.
Which Breezy HR plan includes candidate email campaigns?
Only Business. Candidate nurture campaigns, which Breezy describes as personalized, well-timed email campaigns to engage candidates at scale, first appear in the Business feature list at $439 a month annual. Startup includes stage actions that send a message when a candidate moves to a new pipeline stage, and Growth adds the Hello Messenger chat widget for your career page, but neither lists a campaign to a candidate pool.
That puts a clear price on candidate email outreach inside Breezy: moving from Growth to Business costs $166 a month on annual billing, or $1,992 a year, and it also brings HRIS integrations and offer management with it. The pricing page does not say whether a nurture campaign stops when a candidate replies, so ask for a demo of that specific behavior before you pay for the upgrade.
If the job is reaching sourced candidates or hiring managers at client companies, a separate tool is often the cheaper line item. Is Breezy HR good for staffing agencies?
Breezy's pricing page is written for employers. Its plans are described for teams of 10 to 10,000, and the Growth feature called External Recruiter Support lets third party agencies submit candidates into your Breezy account through a recruiter portal, which is the employer side of an agency relationship. The plan list includes no client CRM, no job orders by client and no candidate submittal workflow, which are the usual reasons an agency buys an ATS.
Breezy does not print an agency exclusion the way JazzHR does, so an agency can buy at list price. Whether it should depends on the desk. Buy Business at $439 only if you need HRIS integrations, offer approvals or candidate nurture campaigns.
